The compilation of a Metric Practice Guide was initiated by ex-President Toran. Following a request by the Central Office, the Committee on the World Register of Dams under the chairmanship of Mr. T. W. Mermel prepared a document « ICOLD Metric Practice Guide, 1971 Draft », which
was never finalised and formally approved in Dubrovnik.
Only a few member countries commented on the draft with the result that the Guide was never finalised and formally approved. At the 45th Executive Meeting in Salzburg in 1977 it was decided that the draft be revised by the Committee on the Dictionary, the Glossary and the World Register of
Dams and be published as a separate Bulletin or be included with the Central Office's.
