The foundation of a dam is the most complex part of a water storage facility,
moreover, it is also one of the most important components governing the safety of
the structure. Until now, no ICOLD Bulletin has been devoted entirely to the
problems of dam foundations, although foundation issues have been the topic of
several ICOLD congress questions. The need for a Bulletin covering foundation
issues was identified by past President Dr. Wolfgang Pircher during the Vienna
Congress in 1991 and the Committee was established.
