In 2003 the Committee on Dam Safety (CODES) was asked to review and assess the need to
update ICOLD Bulletin 59 - Dam Safety Guidelines. Issued in 1987, the Bulletin was the first document
prepared by the ICOLD Committee on Dam Safety, which was created in 1982. The primary importance
of Bulletin 59 was indirectly addressing the challenge posed to the Committee by ICOLD. This challenge
was described in the Foreword to the Bulletin as follows
