The target of dam builders is, or should be, "to select and implement the most cost effective overall design for the degree of security required"; The aim of this Bulletin is to help reaching this target through:
-Overall optimization of design by value engineering or value manage- ment,
-Care of safety by risk analysis,
-Comments about design developments,
-Practical advices for reasonable specifications,
-Comments about best use of various contractual arrangements,
-Study of existing rules and legislation.
 All engineers involved in dam activity may then find interest in at least a part of this Bulletin which has been prepared by the Committee on Cost of Dams.
