Over time mankind faces a continuing increase in technological knowledge, through the search for better solutions to existing issues and an ever-increasing hunger for new opportunities. 
Nevertheless, any new development might well be regarded by the established professional organizations with some mistrust under the cry of, "What did we do wrong before ?" It is therefore a constant challenge to find a progressive balance between existing technology and its improvement. It is futile to try to solve today and tomorrow's challenges with yesterday's technology. Risk assessment should be considered as a tool of improvement on the way to tomorrow.
