The real uncertainty that exists in establishing the value of the maximum flood level at the damsite makes the determination of the capacity of discharge works an important subjective factor, both for permanent works such as the spillways or other outlet structures as well as for temporary works for river diversion. The aim of this Bulletin is to examine objectively cost factors involved in flood control and to recommend measures that will eliminate or reduce unnecessary and costly conservatism in discharge facilities.
