The idea of writing a bulletin on cutoffs for dams came from Prof. T.Strobl. in 1997, and was briefly discussed at the Florence Congress. At the Annual Meeting in Delhi at tentative table of contents was presented by Messrs. Strobl, Marulanda and Larocque and the Executive Meeting approved the bulletin by adding its scope to the terms of reference of the Committee.
