Large dams should be able to resist the effects of the strongest ground shaking to be expected at
the dam site. However, major damage is accepted as long as there is no catastrophic release of water
from the reservoir. Therefore, after a major earthquake – depending on the observed damage - it may
be necessary to lower the reservoir or take any other safety measures for the population affected by the
failure of adam. The measures to be taken for different intensities of ground shaking and levels of
earthquake damage should be specified in emergency action plans, which are today’s state of practice
for dams with large damage potential.
