This report reviews the responses submitted after the call for papers to Question 95 and introduces the Themes and issues selected by the Chairman for discussion at the Congress. Q. 95 on Ageing and Upgrading dams invited responses to the following topics:
1. Risks associated with long-term behavior of dam foundations
2. Long-term behavior of dam materials and structures
3. Decommissioning or upgrading?
4. Upgrading for seismic safety
